In their 2024\/25 annual report, Cardiff University reported a \u00a333.4m operating financial deficit which is an increase from the \u00a331.2m deficit they faced in 2023\/24. <\/strong><\/span><\/p>\n

<\/span><\/p>\n

This represents the financial pressures that universities across Wales are facing. They say that this is down to a \u00a310.3m decrease in tuition fees income, less income from rent in students\u2019 halls of residences and a 10.2% decrease in income from investments.<\/span><\/p>\n

<\/span><\/p>\n

Their deficit before other gains and losses stood at \u00a348m but as the university recorded a \u00a324.3m <\/span>surplus from redundancies, this was not enough to combat the worsening deficit the university faces.<\/span><\/p>\n

<\/span><\/p>\n

According to a Cardiff University spokesperson, \u201ca deficit was forecast and Council allowed us to <\/span>budget for this third consecutive year of deficit.\u201d As they defended the recent \u2018Our Academic Futures\u2019 <\/span>programme, they said \u201chad we not taken the action we did over the year, the deficit would have <\/span>been significantly higher (around \u00a365m).\u201d<\/span><\/p>\n

They emphasised that \u201ca deficit budget is not unique to Cardiff and does not mean that Cardiff is in <\/span>financial difficulty\u201d adding that \u201cCardiff [University] retains a strong balance sheet underpinned by <\/span>significant asset values and reserves.\u201d<\/span><\/p>\n

<\/span><\/p>\n

Other universities in Wales also face financial uncertainty as Bangor University reported a deficit of <\/span>\u00a318.3m in 2024\/25. Swansea University reported a \u00a339.9m deficit while Aberystwyth University <\/span>managed to decrease their deficit of \u00a38.1m in 2023\/24 to \u00a32.4m in 2024\/25.<\/span><\/p>\n

<\/span><\/p>\n

As job cuts continue to be on the table at numerous universities in Wales; South Wales University, <\/span>who have a campus in the Welsh capital, announced that they intend to cut 200 jobs as they react to <\/span>\u2018difficulties across the sector\u2019.<\/span><\/p>\n

<\/span><\/p>\n

The University of Wales Trinity Saint Davids (UWTSD) who have Postgraduate teaching on sites in <\/span>Cardiff, Swansea and their main campus in Carmarthen, reported a deficit of \u00a32.8m in 2024\/25, down <\/span>from a surplus of \u00a332.339m the previous year.<\/span><\/p>\n

<\/span><\/p>\n

They reported a total loss of \u00a34.68m in their Annual Report for 2024\/25. This comes despite the university bringing postgraduate teaching to an end in Wales\u2019 oldest university in Lampeter in September of 2025 and relocating humanities subjects to Carmarthen.<\/span><\/p>\n

<\/span><\/p>\n

Talking to Gair Rhydd, Dewi Knight, Director of PolicyWISE and former Education Advisor for the <\/span>Welsh Government said: \u201cThe main issue for the financial planning of many universities across the <\/span>sector is that they expected growth to continue for the long-term, and that has not proved to be the <\/span>case.\u201d<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\u201cIt\u2019s important that the leadership of our universities are willing to make the moral, as well as <\/span>financial, case for any restructuring or deficit-related decisions. Reducing departments or provision <\/span>may be the right call in some instances, but it can\u2019t simply be a financial decision.”<\/span><\/p>\n

<\/span><\/p>\n

“These must complement a wider strategy that fundamentally strengthens a university\u2019s mission as an academic and civic institution.\u201d<\/span><\/p>\n

<\/span><\/p>\n

He said that funding should be specific to individual universities adding that it \u201cmust reflect \u2013 and <\/span>drive \u2013 the specific strengths and missions of different institutions, ensuring each plays a different, <\/span>but equal and complementary role in achieving national (and regional) goals.\u201d<\/span><\/p>\n

<\/span><\/p>\n

\u201cOverall, there are many factors affecting the financial situation of universities in Wales. Many of <\/span>these are external to Wales, within the responsibilities of the UK Government, and others relate to <\/span>decisions being made here.\u201d<\/span><\/p>\n

<\/span><\/p>\n

\u201cAcross the UK, the patterns of student recruitment have changed, and we\u2019ve seen the more <\/span>selective universities become less selective. This has had a knock-on effect elsewhere in the sector, <\/span>especially in Wales\u201d adding that \u201cinternational recruitment remains challenging, and at the mercy of <\/span>Home Office leadership.<\/span><\/p>\n

<\/span><\/p>\n

“That said, perhaps Welsh universities should have diversified more quickly.\u201d<\/span><\/p>\n

Universities continue to face significant financial\u00a0 uncertainty as they hunt for ways to get to grips<\/span>
